T-Mobile-Unlocked
The new law, which applies to devices purchased after today, came about in October when the Library of Congress’ Register of Copyrights, which determines exemptions to the

Digital Millennium Copyright Act (DMCA), ruled that unlocking cellphones and tablets without carrier permission should be illegal.
In its decision (PDF), the Copyright Office said there is now “a wide array of unlocked phone options available to consumers,” so reversing the unlocking policy would not have an

adverse effect. At the time of the ruling, the Copyright Office provided a 90-day grace period, which ends tomorrow.
Unlocking a cellphone usually requires entering a code or using some third-party service to remove restrictions on a phone that lock it down to a specific carrier.
Once unlocked, you can use a handset with any compatible network. Aside from the freedom of being able to move between providers, it’s also useful for those traveling overseas,

who can simply buy a local SIM card and pop it into their phone — a cheaper alternative to a domestic carrier’s international roaming charges.
It should be noted that the new mandate doesn’t do away with unlocked devices completely. Some carriers, like AT&T, will unlock your cellphone once your contract is over. Verizon

offers the iPhone 5 unlocked right out of the box. You can also legally purchase an unlocked phone, such as the Nexus 4, at full retail price.
Still, it’s a blow to consumers who want to unlock handsets to avoid signing long-term contracts. There is even a White House petition asking the Librarian of Congress to rescind the

decision.
It could also negatively impact various service providers that allow customers to bring their own device in exchange for lower monthly plans. T-Mobile, for example, has a “Bring Your

Own Phone” program, which it plans to continue to offer.
“Increasingly consumers are looking for choice and flexibility in the way they purchase wireless,” said a T-Mobile spokesperson in an email to AllThingsD. “They want the freedom to

bring their own device without having to compromise on value, which is why we will continue to make it easy for consumers to bring unlocked, GSM-compatible devices to T-Mobile.

T-Mobile recommends customers contact the device manufacturer or AT&T directly to request the unlock code for their device.”
It’s not clear how the new law will be enforced; a request for comment from the U.S. Copyright Office on the matter was not immediately returned.
For now, if you want to unlock your phone the legal way, you’ve only got a few hours left to buy one, so you better act fast.

John D. Doak was sworn in as Oklahoma’s 12th Insurance Commissioner on January 10, 2011. For the Tulsa native, it was the culmination of a decades-long dream to combine his

two passions: insurance and politics.

Doak’s dream to pursue a career in insurance began as a young man. His father, a stockbroker and oilman, taught him the value of hard work and the challenges and benefits of

operating within a diverse financial network.

At the University of Oklahoma, during classes taught by former Oklahoma Gov. Henry Bellmon and former State Rep. Neal McCaleb, Doak first realized his desire to pursue public

office. He graduated in 1988 with a Bachelor of Arts in political science.

Shortly after graduation, Doak, an entrepreneur, opened his own small business in Tulsa. Over the course of six years, he received numerous awards and commendations for his

success, including being named the third Top Life Producer for Farmers Insurance.

Doak next served as an executive for several insurance firms, including Marsh, Aon Risk Services, HNI Risk Services, and Ascension Insurance. During this time, Doak also served on

the Governor’s Round Table for Business Development.

Such diverse experience in the industry, from small-business owner to corporate executive, gives Doak a unique and broad understanding of how insurance works and knowledge that

benefits the businesses and citizens of Oklahoma. He is committed to ensuring that Oklahomans have access to affordable, transparent health care within a competitive, robust

market that also helps businesses succeed.

Under Commissioner Doak’s leadership, the Oklahoma Insurance Department has returned $17 million to the Legislature over the last three years, aiding its efforts to balance the

state budget.  Doak has visited all 77 counties each of the past three years. He also established a catastrophe team to respond to disasters and hosted the first ever National Tornado

Summit in an effort to make the Oklahoma Insurance Department more accessible to consumers.

Doak and his wife, Debby, live in Tulsa with their children, Zack and Kasey. They are members of the South Tulsa Baptist Church.

Scheiber began his insurance career in 1980 as a personal lines manager, then as a commercial lines manager, then as a vice president of marketing and underwriting for several

insurance companies. He worked in underwriting, marketing, reinsurance and agency relations for these companies. Prior to his appointment as Director, Scheiber had been focusing

on workers’ compensation as a program consultant responsible for development and management of underwriting, marketing and loss control.

Scheiber earned a bachelor’s degree in business administration from Augustana College in Sioux Falls, SD, and has been a certified insurance counselor (CIC) since 1994. In 2001,

he was named “Company Representative of the Year” by the National Association of Professional Insurance Agents (PIA). In 1997, he was named Sioux Falls’ “Fastpitch Coach of the

Year.” He has been active in many South Dakota insurance memberships, serving as an officer for several.

The official NCP on-site multi-storey car park has a capacity of 900. In addition, approximately 3,500 recognised NCP spaces within 10 minutes walk serve the Phones 4u Arena.

Public Transport
If you're planning a trip to the Phones 4u Arena - day or night - then you'll find public transport is the best way to travel from all over Greater Manchester, and beyond. The Phones 4u

Arena is one of the easiest places to get to by public transport; buses, trains and trams drop you only minutes away from the entrance.



Buses: Many buses serve Cannon Street and Victoria bus stations and many more stop within easy walking distance in the city centre. If you're staying out late then Nightbus services

on Friday and Saturday nights run directly past the Phones 4u Arena. Manchester's free city centre Metroshuttle service also links Victoria station with other areas of the centre. Find

Trams: Manchester's excellent Metrolink systems passes right by the Phones 4u Arena, stopping at Victoria. Services run from Bury, Altrincham and Manchester Piccadilly rail station,

with connections to Eccles. Work is currently underway to replace all the tram track in Manchester city centre so, at the moment, only services on the Bury line run direct to Victoria.

Cash4phones took a different view. After a week Pip received an email informing her that having examined her phone, they were changing their offer. They were now only willing to

offer her £47.
The email stated that the phone had excessive scratching on the screen but Pip is adamant that it didn’t.
She didn’t want to accept such a dramatically lower price so instead wrote to Cash4phones and asked them to return her handset.
Pip paid for a return postage but seven days later she still hadn’t received her mobile phone back and so emailed the company through their contact form on their website. She didn’t

get a response.
Cash4phones obviously didn’t want to lose her business because rather than returning her phone they contacted her with a new and improved offer. They were now willing to increase

their offer from £47.25 to £110.
Pip was excited about this offer and accepted it. Unfortunately she still has not received the money.
Pip explained: ‘As far as I was concerned I’d accepted their new offer and the money would be paid into my account in a few days. It’s now over a month later and I’m still waiting and

haven’t heard anything…’
Since filming with Watchdog Cash4phones have paid her the money they promised. But it took almost two months.
We decided to test the company out to see if we would have an experience similar to Pip’s. We decided to replicate her case and asked Cash4phones to provide a price for an

iPhone 4 that was in a decent condition.
The company quoted us £105.52 and told us that they’d make their final offer once they’d received the phone and had the opportunity to assess its condition.
But before we sent it off we asked three mobile phone specialists to assess its condition.
Jason Jenkins, editor of CNET examined the phone and concluded that, ‘It looks like a perfectly good example of a second hand phone.’
Next Ernest Doku from uSwitch examined the phone and concluded, ‘Minor scratching on the top right, nothing to write home about. It’s actually in pretty good condition for an iPhone

4.’
Adrian Mars an independent tech journalist concluded after hours of checks, ‘It is absolutely a beautiful reliable phone that for the time I’ve been testing it, for several hours here,

behaved flawlessly.’
But we didn’t stop there. We even took the phone to a lab and ran some diagnostic tests with mobile repair specialists Fone Doctors. Head specialist Faisal Sheikh concluded:
‘There’s no excessive scratching, no major wear and tear ... it wouldn’t be hard work to pass this off as an ‘as new’ device.’
From all the tests and assessments carried out on our phone you wouldn’t think that there would be a reason for Cash4phones to offer anything other than the £105.52 that they’d

quoted us, would you?
But a few days later Cash4phones dropped their offer from £105.52 to just £42.20. Their explanation: ‘excessive wear and tear’.
We returned to the laboratory to get Faisal’s reaction to what Cash4phones had told us.
He said : ‘Someone’s telling a few porkies there I think. There’s no excessive wear and tear on this phone. We went through the internals and the externals there weren’t any obvious

signs of liquid damage or corrosion so I think that’s not an honest appraisal, or one which certainly stretches the imagination.’
